Sculpture Garden Transforms Hartford's Bushnell Plaza
Sam Schrager has lived at Bushnell Plaza in downtown Hartford for 10 years, and he likes living there, but something always nagged at him: the vast emptiness of the courtyard in front of the high-rise apartment building.
