A Mr. Smith goes to town by Robert Dominguez
Like a merely average student trying desperately to impress the teacher, "Midwestern Chum" strains to be a madcap, raucously funny audience-pleaser about backroom skulduggery at a big-city school board. While it doesn't quite make it as zany farce or biting satire, it isn't a total flunk-out, either.<br />
